419 Public EV Charging Stations operational in National Highway

The Union Minister of State for Heavy Industries, Shri Krishan Pal Gurjar in a written reply in Rajya Sabha today informed that the Ministry of Power has issued revised consolidated guidelines and standards for public EV charging infrastructure on 14.01.2022 which have been amended recently on 07.11.2022.  The key features of these Guidelines and Standards are as below:

  • Tariff for supply of electricity for Public Charging Station (PCS) shall be a single
    part tariff and shall not exceed “Average Cost of Supply” till 31st March, 2025.
  • DISCOMs may leverage on funding from the Revamped Distribution Sector
    Scheme (RDSS) under ‘Part A – Distribution Infrastructure’ for the general
    upstream network augmentation necessitated due to the upcoming charging
    infrastructure in various areas. The cost of such works carried out by the
    DISCOMs with the financial assistance from Government of India under
    Revamped Scheme shall not be charged from the consumers for Public Charging
    Stations for EVs.
  • Housing societies, Malls, Office Complexes, Restaurants, Hotels, etc. are
    allowed to install PCS for charging of vehicles including charging of visitor’s
    vehicles permitted to come in its premises.
  • Charging stations meant for 100% in-house/ captive utilization are free to choose
    charging specifications as per requirement.
  • DISCOMs have been directed to provide electricity connection to Public
    Charging Station (PCS) in accordance with the timelines specified in the
    “Electricity (Rights of Consumers) Rules 2020”.
  • The connection for a PCS shall be provided within 7 days in metro cities, 15 days in other municipal areas and 30 days in rural areas.  Appropriate Commission may specify a lesser time limit than the aforementioned limit.
  • Any PCS/chain of charging station may also obtain electricity from any
    generation company through open access.  Open access shall be provided within
    15 days for this purpose.  Only cross subsidy charges (not more than 20% as per
    Tariff Policy Guidelines), transmission charges and wheeling charges shall be
    applicable.
  • Guidelines also include the details of requirements of Public Charging
    Infrastructure (PCI), PCI for long range EVs and/or heavy duty EVs, Location of
    PCS, Database of Public EV charging stations, Tariff for supply of electricity to
    EV PCS and service charge at PCS.
  • Due to high cost of rent for land and chargers, provisions of land at promotional
    rates for PCS have been provided in the Guidelines. Land available with
    Government/Public entities shall be provided to Government/Public entity on a
    revenue sharing basis at a fixed rate of Rs.1/kWh (used for charging) to be paid
    to the land owning agency, initially for a period of 10 years.

 

As per the information received from Ministry of Power, Bureau of Energy Efficiency (BEE) in its capacity as the Central Nodal Agency has developed a Mobile Application to facilitate in-vehicle navigation to the nearest public EV charger, a website to disseminate information on various central and state level initiatives to promote e-mobility in the country and a web-portal to
enable CPOs to register public charging station details securely into the National Online Database without any fee.  The web-portal can be accessed on
www.evyatra.beeindia.gov.in.   The Mobile application can be easily downloaded on both iPhone and Android smart phones from Google play store and Apple Store and installed conveniently.

As per the data available with BEE, a total of 6586 Public Charging Stations (PCS) are operational in the country as on 21st March, 2023.  Details of state-wise operational public EV charging stations is at ANNEXURE – A.

The Ministry of Power on 13.04.2018 issued clarification on Charging Infrastructure for Electric Vehicles with reference to the provisions of the Electricity Act, 2003.  It has been clarified that the charging of batteries of electric vehicles through charging station does not require any license under the provisions of Electricity Act, 2003.

As per data available with BEE, a total of 419 Public Charging Stations (PCS) are operational across national highway in the country.  The details of national highway wise operational public EV charging stations are at ANNEXURE – B.

Under phase-II of FAME-India Scheme, Rs. 1000 Cr. is allocated for the development of charging infrastructure.  The Ministry has sanctioned 2,877 electric vehicle charging stations in 68 cities across 25 states/UTs.  Further, 1576 charging stations across 9 Expressways and 16 Highways under phase-II of FAME India Scheme has also been sanctioned.

Further, following initiatives have also been taken up by the Government for improving the charging infrastructure required for electric vehicles in the country: -

(i) Ministry of Power (MoP) has released a notification on charging infrastructure standards permitting private charging at residences and offices.

(ii) Ministry of Housing & Urban Affairs (MoHUA) amended the Model Building Byelaws 2016 to establish charging stations and infrastructure in private and commercial buildings.
